Academic Registrations for Afghan Students: Academic Year 2018/2019

The pre-registration for foreign/international students at the Italian universities and the Institutions of Artistic and Musical Education (AFAM) is open from the 12nd of April to the 24th of July 2018.

The pre-registration forms and all necessary information (documentation to be attached, calendars, etc) are available on the website “Studiare in Italia” / "Study in Italy". The interested parties are advised to read it carefully.

Students will need to look individually for the specific information related to each university, especially regarding the starting date of the courses. Updated addresses of the Italian Universities can be found on the website: http://cercauniversita.cineca.it while the updated addresses of the AFAM schools are available on the following website: http://www.afam.miur.it.

The procedures for the entrance, stay and registration of foreign/international students to the higher education courses in Italy for the academic year 2018-2019 are available in the relevant Circular of the Ministry of Education, University and Research (MIUR), available here in Italian and English.

After verifying with the chosen institution the possession of the needed requirements to the selected university course, students holding the Afghan nationality will have to apply for pre-registration at the Italian Embassy in Kabul by requesting an appointment at the following email address: consolare.kabul@esteri.it

The required documents to be submitted on the appointment’s day are the following:

  • form A (in Italian or English) filled and signed. It is crucial to clearly specify the name of the chosen university, the course and the desired study language. The application can be submitted for only one university and for a single course of study
  • an acceptance letter from the university
  • a valid passport
  • a certified photocopy of the final title or a substitute certificate of secondary school studies plus the translation, to be legalized by the Italian Representation responsible for the the territory where the certificate was issued (the Italian Embassy in Kabul can only attest the titles issued by the Afghan Institutions: those who have completed their studies abroad or under foreign systems must request validation from the Italian Consulate competent in the country of their studies and present this validation at the appointment; without the validation, they can request to be admitted with reservation)
  • a certified photocopy of the final title or substitution certificate for university studies granting access to the chosen course in Italy plus the translation, to be legalized by the Italian Representation responsible for the the territory where the certificate was issued (the Italian Embassy in Kabul can only attest the titles issued by Afghan institutions: see above)
  • two photographs, one of which is authenticated
  • certificates of Italian and English languages
  • two colored photocopies of each submitted document

The legalized and validated documentation will be returned, by the date set by the MIUR, to the admitted applicants, who will have to submit them to the University for registration. For the validation, the Embassy will provide the student with a "Dichiarazione di Valore" ("Declaration of value") which certifies the validity of the titles and the admissability to the chosen University. This document is issued by the Italian Diplomatic Representative responsible for the the territory where the original certificate was issued and it is based on the confirmation given by the Afghan Authorities. The procedure for the verification of the documents starts with a Verbal Note from the Embassy addressed to the Afghana Ministry of Foreign Affairs, that normally provide its feedback in 3/4 months. This means that the obtention of the confirmation might exceed the deadline set for the conclusion of the pre-enrollement procedures (24th of August). Therefore the Embassy of Italy suggests to submit the pre-enrollement documents as soon as possible in order to end all the procedures by the indicated deadline.

Alternatevely, upon request of the applicant, the verification of the documents can be entrusted to the trusted lawyer of the Embassy - "Global Consultants" - that will verify within two months at most the authenticity of the certificates through the relevant educational institute, Ministry of Education and Ministry of Higher Education or other relevant institutes. In this case, the applicant, when asking for an appointment, should signal his/her intention to rely on the service of the lawyer and will provide the Embassy with the receipt of the payment for the service. The fee for this service is set at 200 (two hundred) USD for educational documents regardless the number of documents and location. Such cost has to be paid through a bank transfer before the appointment and a payment receipt should be submitted alongside the other documents (click here for bank transfer from Afghanistan; click here for bank transfer from abroad).
