The Embassy of Italy in Afghanistan does not issue visas.
According to Article 6.2 of Regulation (EC) No. 810/2009 (Community Code on Visas), Afghan nationals may submit visa applications—whether for short or long stays—at the Italian Embassies and Consulates in third countries where they are legally present.
Those who already hold a Nulla Osta (No-Objection authorization) for a family reunification visa may apply at the nearest Italian Embassy.
Please note that, under Italian law, family reunification visas may only be granted to the following categories of family members: a) husband/wife;
b) minor children or children with disabilities (including under “kafala”);
c) financially dependent parents/in-laws (or, if over 65 years old, even if not financially dependent).
